LEGAL NOTICE TOWNSHIP OF BLOOMFIELD PLANNING BOARD NOTICE OF REMOTE PUBLIC HEARING ON PROPOSED NON-CONDEMNATION REDEVELOPMENT AREA NOTICE TO BE PUBLISHED IN OFFICIAL NEWSPAPER PLEASE TAKE NOTICE that on March 8, 2022, at 7:00 p.m., the Township of Bloomfield Planning Board shall hold a public hearing, conducted remotely due to COVID-19 and Executive Orders issued in response thereto, for the purpose of hearing persons who are interested in or would be affected by a recommendation to the governing body that the area described below, or any part thereof, be determined, or not be determined, to be a non-condemnation area in need of redevelopment according to the criteria set forth in Section 5 of the Local Redevelopment and Housing Law (N.J.S.A. 40A:12A-5) and as set forth in the “Area in Need of Redevelopment Investigation for Block 244, Lots 10, 15, 41, 42 and 46” (the “Redevelopment Study”), prepared for the Planning Board. The purpose of the hearing is to hear objections to and evidence in support of a determination that the area described below, or any part thereof, is and shall be determined to be a redevelopment area. The Planning Board’s determination as to any such recommendation to the Township’s governing body shall be made after the public hearing, which may be continued from time to time if necessary to hear all interested parties. A non-condemnation redevelopment designation shall not authorize the Township to exercise the power of eminent domain to acquire property in the delineated area. On file with the Municipal Clerk of the Township of Bloomfield and with the Secretary to the Bloomfield Planning Board are copies of the Redevelopment Study. The properties which are the focus of the Redevelopment Study (the “Study Area”) are identified below, but are commonly knowns as Sacred Heart School and Nardiello Hall, along with another State Street fronting property used in conjunction with the School. The subject properties are: Block 244, Lots 10 and 15; 675-679 Bloomfield Avenue Block 244, Lots 41 and 42; 34-40 State Street Block 244, Lot 46; 14 State Street The Redevelopment Study was prepared by the firm Phillips, Preiss, Grygiel, Leheny, Hughes, LLC, and includes maps depicting the boundaries of the proposed redevelopment area and the various parcels included in the area and a statement setting forth the basis for the investigation pursuant to N.J.S.A. 40A:12A-6(b). A geographic description of the property follows. Proposed Redevelopment Area A. Location and Map The Study Area is described on page 2 of the Redevelopment Study and shown in Figures 1, 2 and 3 on pages 4, 5 and 6 of the Study. The Redevelopment Study is on file and may be viewed during normal business hours in the Municipal Clerk’s Office and in the Office of the Secretary to the Planning Board – Engineering Department, both of which are located in Bloomfield Municipal Building, Second Floor, Municipal Plaza, Bloomfield, New Jersey. Boundaries The Study Area includes properties fronting on Bloomfield Avenue and State Street in the block between Liberty Street to the east and Park Street to the west. It is located across State Street from Sacred Heart Church and the Bloomfield Civic Center. Block 244, Lots 10 and 15 are merged and are improved with the former Sacred Heart School and accessory surface parking. Lots 41 and 42 are also merged, with Lot 41 improved with an access driveway and surface parking for Sacred Heart School and Lot 42 improved with a single-family dwelling. Lot 46 is improved with Nardiello Hall. The Study Area measures approximately 2.2 acres, with Lots 10 and 15 the largest parcel at nearly 1.7 acres.
