ESSEX COUNTY PUBLIC HEARING ESSEX COUNTY DIVISION OF HOUSING & COMMUNITY DEVELOPMENT COMMUNITY DEVELOPMENT BLOCK GRANT CV 2 (CDBG CV 2) OBJECTIVES & PROJECTED USE OF FUNDS Citizens of Essex County are invited to a virtual public hearing on the proposed allocation of CDBG CV 2 funds for a Mortgage Assistance program for residential home owners from Essex County who have been negatively impacted by the Coronavirus and are behind on their mortgage payments. The New Jersey Department of Community affairs set aside CDBG CV 2 grant funds in the amount of $2,103,586 for the County of Essex to provide financial aid benefitting the County for the purpose of preparing, preventing and responding to the coronavirus pandemic. CDBG CV 2 activities will be guided by applicable Federal rules, the Housing and Community Development Act of 1974 as amended, the State CDBG program, and the Federal Coronavirus Aid, Relief and Economic Security Act (CARES act). Disbursed funds cannot duplicate funding received from other federal resources. To be Income Eligible, the applicabts household income must be at or below 150 % Area Medium Income levels for various household sizes as determined by the US Department of Housing and Urban Development. Applicants must provide proof of income loss on or after March 1, 2020, that can be attributed to the coronavirus pandemic. The mortgaged property must be a primary residence for the applicant. Grant awards will be paid directly to the lending institution. Award approvals will be based on eligibility criteria and an assessment of the financial support required to help applicants meet mortgage commitments for up to 4 months of missed mortgage payments. CDBG CV 2 mortgage assistance funds will cover mortgage loan payments; no funds will be allocated for past due property taxes or other home related expenses. Proposed funding would be allocated as follows: Mortgage Assistance $1,682,869 Planning & Administration $ 420,717 Due to public health concerns the County will hold a virtual public hearing on December 15, 2021 at 2:00 PM to entertain citizen comments on the proposed CDBG CV funded activities. Attendees will be able to access the public hearing via a call-in number that will be provided to all registrants.
